LNG Trading in Singapore

LNG imports

As of 10.04.2025 Singapore companies have binding long-term LNG supply contracts totaling 5.7 million tons of LNG per year, which is half of the capacity of the regasification terminal. The recipient companies are: trading company Pavilion Energy, government agency Energy Market Authority, company Sembcorp Industries and French shipping company CMA CGM, bunkering their container ships in Singapore.

The LNG suppliers under the contracts are the trading divisions of the world's largest oil and gas companies: Qatar Energy, Shell, ExxonMobil, BP, Chevron, TotalEnergies.

Pipe gas imports

In addition to LNG, Singapore also imports pipeline gas.

As of 2024, four Singaporean companies were licensed to import pipeline gas to Singapore. In May 2025, the state-owned Singapore Gas Company was established, which gained a monopoly on concluding new contracts for the import of pipeline gas for the purpose of flaring it at gas-fired thermal power plants.

In March 2025, the Ministry of Energy and Mineral Resources of Indonesia cancelled the previously signed contract of the Indonesian company Conrad Asia Energy of Singapore's Sembcorp Industries, which is developing the Mako field, for the supply of 767 million cubic meters of gas from this field to Singapore starting in 2027 for 10 years.

The current long-term contracts for the supply of pipeline gas from Malaysia and Indonesia expire in 2028 and probably will not be extended due to the priority of domestic gas consumption by these countries.

Gas consumption

Power industry dominates the structure of gas consumption in Singapore - 86% of gas is used by TPP.

LNG bunker sales

Singapore is one of leaders of emerging market of LNG bunker sales, along with Rotterdam. In 2024 460 kt of LNG were sold as a bunker. The government plans for 2028 to increase bunkering volumes to 3 million tons. To achieve this goal, the process of issuing new LNG bunkering licenses began in the first quarter of 2025.

Overall share of usage of LNG as bunker is relatively small, but fast growing.
